Quick question

I've recently come into possession of season 2 of the show and I'm down to the last quarter of the season and, I just gotta know something. Is the mayor supposed to be that cheesey, or is it just Steve Guttenburg's acting? Any guesses?
And while we're on the subject of Monsieur Guttenburg....is it just me, or has his looks really taken a snowboard and took off downhill? I may be insane, but I kinda remember that he used to be quite the looker. Makes ya wonder what happened.
But...gotta run...work in t minus 2 and a half hours, and counting.
